That was likely an experimental truck.
The bumper looks to me like it was seeing if air could be deflected around the truck. The roof fairing looks to be just about at the height of the trailer it's pulling.

What's wrong with the Mack MR though?

 8-)  Just a guess on the Front Bumper to the Brig, should the Driver or Someone wanting to redesign the curve on the Front Bumper should it cut into the Tire He/She wouldn't loose control.

Cut 'em some slack. They were doing the best they could with what they had to work with. Besides, with those colors, what have you got to lose? :-P
