Are those chassis coming from overseas? ??? If not i'd guess they're being deployed from Port Elizabeth to a southern port but wouldn't that be a violation of the Jones Act since the container ship is obviously a foreign vessel. :-\

Maybe they are COMAT.
I know we issue coasting licenses to foreign vessels now.
Maybe your authorities do too.

Bulldog Express had a ton of new chassis stacked up in their main yard in Charleston SC this past summer

Looks like they belong to SACP, aka the South Atlantic Consolidated Chassis Pool, which is a regional pool for the North American Chassis Pool Cooperative (NACPC).

I'm gonna take a wild guess and say they're headed to the south Atlantic somewhere  ;D.
