That's likely a tractor for pulling a coiled tubing unit trailer, there have been several companies that have gone to a quad-axle power unit.  Usually there's a gaggle of equipment mounted on the frame behind the cab.

Dick, where was that taken, don't you live in eastern PA?  It may be working the Marcellus gas fields up in the NE corner of the state.

It was taken at River's Truck in Red Lion. I live in York and I think it is a fracking-related truck.

They are used in the fracking process and also in a whole range of other well services.  The CTU rigs are some of the most impressive equipment in the oil/gas fields.

If you look just left of center in the picture at the top of the link below, you can see a quad-axle (referencing only the rears, I'm from western PA ;)) Pete tractor, and if you click on the Technology bar, there's a little bit better view.
