I'm guessing the truck had a plow rig on it and the state or municipality had the wipers up top to lessen the strain on the motors and arms. Wiping down and out the arms don't have to lift the pile of snow that sometimes builds up on the hood and cowl.

My 3 Cents Jan.. How old's The Truck ?? Could the Wipers be Air Assist ??  Back in the mid 70's the Bus Wipers were Air Assist and the Control Knobs were part of fist sized ball mechanizium.. Took up room consquently for easy access they were mounted overhead... Just Saying, Could be way off lost in Left Field ...lol...
